The prevailing narrative here has been what we have come to know as the theory of international relations, though some might prefer to privilege narratives about colonial subordination as a way of understanding how the universalizing particularities of modern states have been reconciled both with each other and with that broader humanity supposedly encompassed by the totality of modern states coexisting in the modern system of states. Whichever narrative is adopted, however, and however much the structures of international relations and colonialism are understood to be deeply problematic, the possibility of affirming a plurality of places within which particular universalities might be pursued has offered the most alluring way of avoiding a collapse into a singular universality, a unitary order, a singular imperium of the kind against which the modern state and system of states offered, and perhaps still offers, the possibility of political autonomy and freedom.

What is at stake here is not the availability of evidence that boundaries are rather more complicated than they are supposed to be, but what it might mean to speak about political life at all, given forms of complexity that are at odds with principles of inclusion and exclusion articulated in relation to clear thin lines at the edges of the modern state and system of states. Even to start thinking about what is involved in making claims about a need to reimagine where and what we take politics to be, then, is to become immersed very quickly in large questions about boundaries, especially boundaries expressing and expressed as spatial borders and limits of principle.
